OFFICE OF SCIENTIFIC AFFAIRS AND BIOTECHNOLOGY
The Office of Scientific Affairs and Biotechnology is responsible for facilitating basic science and clinical research, fostering interdisciplinary research, overseeing and evaluating new and existing center-wide research core facilities, technology transfer issues relating to discoveries made at the Center and the development and management of the Downstate Biotechnology Park. In addition, the Office helps medical and graduate students, residents, fellows and students from local colleges and high schools identify research mentors within the Center.

The Office is also responsible for the management of research support functions at Downstate, providing campus-wide leadership in developing externally funded research programs and managing the Center's Division of Laboratory Animal Resources, the Institutional Animal Care and Use Committee, the Institutional Review Board, the Institutional Biosafety Committee and the Division of Sponsored Programs.

Division of Sponsored Programs (pre-award)
- Liaison between campus and Research Foundation Central Office
- Identify and disseminate funding source information
- Assist PI's with the preparation of the proposal budget and other administrative information
- Review and endorse all applications for extramural funding to insure compliance with University, RF and sponsor regulations
- Develop electronic proposal submission program in conjunction with NIH and NSF
- Develop contracts for work to be subcontracted to other institutions
- Review and approve Clinical Trial Agreements, Material Transfer Agreements, Confidentiality Agreements, Subcontract Agreements

Downstate Biotechnology Park
- Develop Biotechnology Incubator facility
Division of Laboratory Animal Resources
- Provide professional veterinary oversight for the Center's animal research and training programs to insure that all animals are cared for and used properly, humanely and safely
- Coordinate the Center's compliance with the regulations and accreditation standards of federal (PHS and USDA), state (DOH) and other (AAALAC) agencies
- Provide veterinary clinical services for over 6,000 animals and provide consultive services and protocol and grant application development assistance to PI's
- Develop and conduct training programs and seminars for DLAR animal care takers and PI's and their staff Institutional
